Contractor registration & authorisation

We're responsible for ensuring that contractors and their staff are safe when working at Horizon Power's sites in respect to matters over which we have control. The Contractor Work Health and Safety management lifecycle has four phases, with contractor registration and authorisation being a component of phase 2 – Onboarding.

You must receive approval to work not only on Horizon Power non-electrical infrastructure but also to work on or near our generation and network assets. The purpose of onboarding contractors is to ensure that Horizon Power informs contractors of risks arising from its undertaking and ensuring we do not expose contractors to those risks. Onboarding is not intended to instruct contractors in how to undertake their work or manage risks arising from their undertaking or to prescribe methods of risk control in respect of risks under the control of contractors.

This page provides contractors with information to navigate both the registration process and/or the authorisation process to ensure all workers have the appropriate authority prior to the commencement of the work. In addition to the registration and/or authorisation of individuals prior to the commencement of work, contractors may be required to work with Horizon Power to:

  • Conduct risk workshops or assessments to inform the approach to the work.
  • Establish WHS management plans for the work.
  • Determine the approach to emergency management for work where there are shared resources or accountabilities.
  • Determine delineation between contractor and Horizon Power controlled areas (particularly where the contractor is engaged as a Principal Contractor).

This process caters for those contractors undertaking non-prescribed/non-specified works on Horizon Power support assets or working on a deemed ‘Complex project’ for Horizon Power. For example, cleaning, gardening, an electrician doing electrical work at our depot.

To complete your application, you will need:

  • Your Horizon Power representative's email address
  • Your Horizon Power accredited supplier number
  • The work classification you are undertaking - refer to the registration matrix below for more information
  • Formal identification (upload a copy of your driver's licence or passport)
  • Photograph (passport style)

A registration card will be issued to a worker that has applied and been registered to preform work meeting the requirement of the Self-managed registration process. The registration card will expire three years after initially being approved. It is the responsibility of the worker to maintain currency, that is, the re-registration/re-authorisation via their accredited employer at the end of the expiring date.

The contractor authorisation process caters for those contractors undertaking prescribed and specified works on or near the generation and network assets with regards to the production and transport of electricity.

This is any activity carried out in the course of the construction, commissioning, operation, maintenance or decommissioning of Horizon Power’s in-service network assets (referred to as a prescribed activity) or in-service generation assets (referred to as a specified activity). For example, linework, generator maintenance, cable jointing etc.

To complete your application, you will need:

  • Scope of Work
  • Reviewed Field Instructions 1.2 Contractor Authorisation Process and 1.3 Construction Site Access - minimum requirements
  • Reviewed the Technical Training Skills Matrix to determine required training and qualifications
  • Provide supporting information in alignment with the requirements above, including clear, readable copies of qualifications, licences, authorities and training certificates as supporting evidence
  • Photograph (passport style)
  • If previously authorised, a copy of the authorisation card (front and back)

Authorised contractor employees' are issued with a Contractor Authorisation (CA) that contains a photo and unique number. This will be used for proof of CA and of the work the contractor is authorised to undertake.

The contractor is responsible to ensure all sub-contractors have the appropriate Horizon Power authorisation prior to the commencement of the work. Horizon Power will undertake regular compliance audits to ensure contractors employees' have the correct authorisation for the work they are undertaking.
